Job Description

The Scaling Up Nutrition Program is a cross-ministry and multi-donor program to reduce stunting in Zambia through implementation of the Government of the Republic of Zambia (GRZ) 1,000 Most Critical Days Program.

SUN TA provides support and direct technical assistance to sub-national local government departments in target districts to plan, implement, coordinate, and monitor integrated nutrition-sensitive and nutrition-specific activities to reduce the rate of stunting among Zambian children under two and improve the nutritional status of pregnant and lactating mothers. USAID has identified two main objectives that address stunting, including (1) Adequate Quantity and Quality of Dietary Intake among Target Groups; and (2) Adequate Health Conditions for Biological Utilization of Nutrients. SUN TA interventions increase access and availability of safe, diverse, nutritious food; adoption of better child feeding and household hygiene practices; and access to improved health, water and sanitation services. The project prioritizes sustainability by improving intra-household joint decision making and building the capacity of local government and their stakeholders to ensure coordination, accountability, and learning, following the Scaling Up Nutrition model.

2. Location:

Lusaka with frequent travels in provinces

3. Objective:

Under the supervision of the Contracts and Grants Manager, the Contracts & Grants Officer supports the administration of contracts and grants awarded as well as contracting short- and long-term consultants and service vendors.

4. Tasks and Responsibilities:


  • Prepare tender and contract documents
  • Participate in the strategic planning and drafting tenders for all project construction activities
  • Maintain an orderly and complete filing system for all contract and grant files
  • Maintain a contracts and grants database
  • In collaboration with technical staff, prepare documentation for the publication of competitive procurement tenders
  • Prepare procurement selection memos and donor approval requests
  • Coordinate with program staff to draft, review and edit contracts for short- and long-term consultants as well as service vendors
  • Coordinate contract agreements, ensure implementation in line with the agreed schedule, monitor service providers and the submission of deliverables, and review financial reports
  • Verify items billed against items ordered and reconcile differences through follow-up with third-party vendors
  • Prepare payment requests for vendors
  • Participate in negotiations with grantees, consult and advise on program and financial reporting, and prepare memoranda summarizing negotiations
  • Schedule reporting requirements and payments for contracts and grants
  • Support the full cycle of procurement for all contracts and grants
  • Prepare reports for Senior Management and donors, as requested
  • Ensure that all planning processes and BoQs are in line with budget planning, in line with budget provision and cost effectiveness and in accordance with the contractual obligations of the donor and make sure that all BoQs and technical specifications are shared with the concerned contractors and grantees
  • Liaise with Technical experts and engineers on progress made in the fields
  • Coordinate all contracts and grants management activities with the logistics department for all major contracted works, to ensure adherence to contract and grant specifications, terms and conditions, including timely issuing of completion certificates and payments
  • Depending on the situation, he/she may be asked to perform other tasks as requested by the supervisor.

5. Reporting:

The Contracts & Grants Officer will report to the Contracts & Grants Manager

6. Qualifications:

  • Bachelor’s degree in accounting, business management, law, or a related field required, Master’s degree preferred
  • Minimum 5 years of relevant experience in contracts and grants administration; training or work experience in construction contract management a plus
  • Familiarity with USAID contracts and grants management policies and procedures is desirable, but experience with other donor-funded projects will be considered
  • Organizational skills are required for this position in order to ensure the record of documentation is filed professionally and accurately for internal and external audits
  • Excellent reading comprehension skills and demonstrated ability to analyze complex contracts clauses
  • Strong communications skills and ability to collaborate effectively
  • Proven problem-solving skills and exceptional stakeholder relations with both internal and external parties
  • Willingness and ability to travel frequently to sub-district levels
  • Fluency in English is required
